Do we need a scubacam?

Do we need a scubacam housing if we're going to be filming above water? The shot will require a camera operator to wade into shallow water up to waist height and operate an Arri SR3. The shot will be of an actor who is also wading in the water - there won't be any splashes or spray.

Will the insurance company require us to use a scubacam? I assume not?!?

Although I haven't heard from an insurer yet, apparently it is highly advisable to get a scuba cam if you're going anywhere near water with a film camera.
