State aid: Commission approves revised UK film tax incentive scheme

Hi Everyone,

I'm pretty busy right now so I'm just gonna rip this from the press release...

The European Commission has today given State Aid approval to the new film tax reliefs. A notice was posted on the European Commission website today.
The new tax relief will mean:

For films that cost up to £20 million, the Film Production Company (FPC) will be able to claim an enhanced deduction of 100% with a payable cash element of 25% of UK qualifying film production expenditure.

For films that cost over £20 million, the FPC will be able to claim an enhanced deduction of 80% with a payable cash element of 20% of UK qualifying film production expenditure.

The minimum UK spend threshold for qualifying films will be set at 25%.

Lottery Funding for Films: 10-Year Guarantee

John Woodwood, UK Film Council CEO, has been notified that Lottery cash for film has been safeguarded over the next 10 years. Tessa Jowell will announce today that from next year £3 million a year will be transferred from Arts Council England to the UK Film Council to be ploughed back into film activity.

New Development Fund

It would seem that the UK Film Council, BBC Films and Pathe have teamed together in response to being anxious that new talent emerging from the UK makes a dash for Hollywood because of better funding and investment opportunities on the other side of the pond.

New Welsh Agency "Ffilm" Established

A new Welsh Agency "Ffilm" has been established.

The film agency will aim to "ensure that Wales can be more effective in developing talent and in making feature films." Currently, the ACW and Welsh Development Agency are recruiting board members for Ffilm Wales for an initial three-year period.

British Short Screenplay Competition

Kaos Films, in association with the NFTS, are running the British Short Screenplay Competition. Kaos will produce the winning script.

The prize will be announced at the cracking British Independent Film Awards (BIFAs).

"I mean get this ...you pay taxes which funds the state agencies, then you buy a Lottery ticket and that money goes to the agencies who make films with it and then you go to the cinema to see the film which costs you £6. So you pay three times for these films and they're not even any f***ing good!"

Sgrin Closes Doors After 9 Years

Sgrîn Cymru Wales, the Media Agency for Wales, which was set up in 1997 will be closing its doors for the last time on the 31st of March 2006. Sgrîn has been the biggest source of Arts Funding for Film in Wales over the past few years, and its closing could be a big blow for independent film production in Wales.

Budget comfirms new film tax relief system

In today’s Budget report, the Chancellor of the Exchequer confirmed the Pre-Budget announcement of a new tax relief system replacing Section 42 and Section 48 from 1 April.

When the Chancellor announced the Pre-Budget report last December, the film industry could breath a great sigh of relief. Following the ambiguity which ensued after the announced cull of section 42 and 48 relief, an uneasy few months resulted which witnessed a slew of production companies including several Hollywood productions being pulled from the UK.
